KELAYAKAN FINANSIAL PEMASANGAN PARKIR METER UNTUK ON STREET PARKIR DI KOTA DENPASAR

Abstrak

Abstrak: Pengelolaan parkir di Kota Denpasar dilaksanakan oleh PD. Parkir dengan sistem konvensional berupa karcis/tiket parkir sehingga menimbulkan banyak kebocoran di lapangan, sehingga target parkir tidak tercapai dan Pendapatan Asali Daerah (PAD) rendah. Perkembangan teknologi Parkir dan sistem pembayaran ton tunai sesuai SE No. 810/1866/SJ (Mendagri, 2017), maka Pemerintah Kota Denpasar melalui Dinas Perhubungan dan PD. Parkir akan menerapkan/atau memasang Parkir Meter Elektronik atau Terminal Parking Electronic (TPE) di ruas Jalan Maluku. Tujuan penelitian ini adalah untuk melakukan analisis karakteristik parkir dan kelayakan finansial penerapan Parkir Meter. Data diperoleh dari survai langsung di lapangan dengan teknik manual meliputi data SRP parkir, jumlah kendaraan parkir dan waktu parkir serta data sekunder yang dapat diperoleh dari instansi terkait. Rancangan penelitian menerapkan 4 skenario: Skenario-1: Tarif non- progresif sesuai retribusi PD Parkir, skenario-2: tarif progresif dengan tarif per jam untuk mobil Rp.2000 dan Rp.1000 untuk Sepeda Motor, Skenario-3; Tarif progresif incrementally 1 jam pertama tarif sebesar Rp. 4000 untuk mobil dan Rp.2000 untuk sepeda motor dan 1 jam berikut tarif per jam sebesar Rp. 2000 mobil dan Rp.1000 untuk sepeda motor dan Skenario-4; Tarif progresif dengan tarif per jam sebesar Rp.5000 untuk mobil dan Rp.2000 untuk sepeda motor. Analisis kelayakan finansial digunakan syarat penilaian investasi yaitu NPV, BCR, IRR dan Discounted Pay Back Periode (PBP) dan analisis sensitivitas. Hasisl analisis karakteristik parkir Jalan Maluku masih cukup memadai dengan indikator indeks parkir sepeda motor sebesar 0,7 dan mobil sebesar 0,52, sedangkan analisis finansial menunjukkan ke-4 (empat) skenario layak dalam investasi TPE di Jalan Maluku dengan tingkat pengembalian modal (pay back period) cukup singkat, yaitu 2 tahun pada skenario-1 dan 1 tahun untuk skenario-2. Kata kunci: On street parking, terminal parkir elektronik, kelayakan finansial FINANCIAL FEASIBILITY INSTALLATION OF PARKING METERS FOR ON PARKING STREET IN DENPASAR CITY (CASE STUDY: MALUKU STREET) Abstract: Parking in Denpasar city under manage by PD. Parking with conventional system of parking tickets, causing lost revenue in the field, so that target of parking reveneu was not achieved and resulting of lower locally generated reveneu (PAD). Parking equipments technology were available and supported by cash payment system in accordance with SE No. 810/1866 / SJ (Mendagri, 2017), the Denpasar City Government through the Dinas Perhubungan and PD.Parkir will install Parking Electronic Terminal (TPE) on Maluku Road. The purpose of this research is to analyze the characteristics of parking and financial feasibility of parking meter application. The data obtained from field survei directly with manual techniques include SRP parking, the number of parking vehicles and parking time and secondary data were be obtained from relevant agencies. The research design applied 4 scenarios: Scenario-1: Non-progressive tarif according PD Parkir, Scenario-2: progressive tarif with hourly rate for Cars Rp.2000 and Rp.1000 for Motorcycles, Scenario-3; Progressive tarif incrementally tarif, First 1 hour Rp. 4000 for Car and Rp.2000 for Motorcycles and next 1 Hour the tarif of Rp. 2000 for Cars and Rp.1000 for Motorcycles and Scenario-4; Progressive tarif with hourly tarif of Rp.5000 for Car and Rp.2000 for Motorcycles. Financial feasibility analysis used in terms that are NPV, BCR, IRR and Pay Back Period. The survei results obtained a total of 115 parking spaces, consists of 35 Cars and 80 Motorcycles and based on the parking characteristics found that on street parking at Maluku Street were acceptable with indication of parking index for Motorcycles of 0.7 and Car of 0.52. The Financial analysis shown that 4 (four) Scenarios were Feasible for Terminal Parking Electric investment in Maluku with payback period of 2 years for Scenario-1 and 1 year for Scenario-2.
